About the SYC
The State Board established the State Youth Council (SYC) in June 2001. The SYC provides policy guidance on California's
implementation of the Workforce Investment Act (WIA) relative to youth ages 14 to 21. Its intent is to ensure that youth
services are delivered successfully, which requires the alignment of services and the leveraging of a range of local and
regional resources.
In 2002, the U.S. Department of Labor (DOL) (open window), the
National Association of State Workforce Agencies (NASWA) (open window),
and an independent panel of experts from education, labor and the business community acknowledged the SYC with the
Architect of Change Award (open window),
which recognizes creativity and innovation in serving customers of the employment and training/workforce investment
system.
To provide leadership for statewide youth development efforts, and to build a shared vision for coordinating and integrating
California's array of youth programs and services, the State Youth Council formulated the concept of All Youth-One System.
To help make this concept a reality, the SYC: (1) develops policy guidance for local youth councils; (2) promotes coordination
among programs currently serving youth through California's agencies, departments, and programs; and (3) addresses critical
issues affecting California's youth.

STATE YOUTH COUNCIL VISION
The California State Youth Council is committed to facilitating and modeling meaningful youth involvement and creating system-wide solutions, working in a collaborative effort with youth, local youth councils and workforce boards, state and local agencies, educational institutions, workplace and business partners, and communities to improve the quality of life for the youth of California.
STATE YOUTH COUNCIL MISSION
Our mission is to promote youth development by facilitating the collaboration of statewide and local services that are of the highest quality, ongoing, and responsive to the needs of all youth. In order to contribute positively to the relationships, opportunities, skills, values and self-perceptions of youth, the State Youth Council will address critical issues and concerns of our California youth by:
- Providing leadership in the development of policies that affect California's youth;
- Promoting a system that develops personal, social, career and academic skills;
- Guiding efforts to effectively serve youth who are most in need;
- Valuing and supporting youth as leaders, young adults, contributors, producers and stakeholders and facilitating meaningful youth involvement as a means of increasing effective planning and decision-making;
- Promoting healthy relationships between youth and caring adults;
- Addressing critical issues affecting California's youth;
- Emphasizing safe and healthy communities that are based on positive solutions to common pressures of adolescence; and
- Providing policy guidance for local youth councils.
